Άρθρο πρώτο Κυρώνεται και έχει την ισχύ που ορίζει το άρθρο 28 παρ. 1 του Συντάγματος, η Τεχνική Διευθέτηση μεταξύ των Σουηδικών Ενόπλων Δυνάμεων και του Υπουργείου Εθνικής Άμυνας της Ελληνικής Δημοκρατίας για τη Συνεργασία των Σουηδικών Ενόπλων Δυνάμεων με το Ελληνικό Πολεμικό Ναυτικό στον Τομέα Ανταλλαγής και Εκπαίδευσης των Ειδικών Δυνάμεων, που υπογράφηκε στη Στοκχόλμη στις 25 Σεπτεμβρίου 2015 και στην Αθήνα στις 24 Δεκεμβρίου 2014 αντίστοιχα, το κείμενο της οποίας σε πρωτότυπο στην αγγλική και σε μετάφραση στην ελληνική γλώσσα, έχει ως εξής:

-THE HELLENIC NAVY
IN THE FIELD OF SPECIAL FORCESEXCHANGE AND TRAMNG ■
The Swedish Armed Forces and the Minister of National Defence of the Hellenic Republic hereafter referred to as the Parties;-
Considering the Agreement among the status parties to the North Atlantic Treaty and the other states participating in the partnership for Peace regarding the status of their forces (NATO/PfP SOFA) signed 19 June 1995; ’-
Wishing to enhance their military cooperation between the Swedish Armed Forces and the Hellenic Navy in the field of Special Forces training and interoperability;
Have agreed as follows:
DEFINITIONS
For the purpose of this Technical Arrangement (TA), the following definitions and acronyms will apply:
I, Visiting Force (VF):· all components of the Special Operations Forces, SOF detachment or element, including all military and civilian personnel, air assets, vehicles, equipment, ammunitions, pyrotechnics, and stock deployed to the Host-Nation,
II, Sending Party (SP): the Party deploying a Visiting Force (VF) outside its own boundaries and within the territory of the other Party.
III. Receiving Party (RP): the Party receiving in its territory a VF from the other Party,
TV. Host Nation (HN): the nation that receives the VF to be located nn,·to operate in, or to transit through its territory.
V. Host Nation Support’ (HNS): logistic support rendered by the HN to the VF, either free of charge or on the basis of reimbursement as detailed in the Statements of Requirement (SOR).
VI. Logistic Support, Supplies, and Services. Accommodation, catering, transportation, fuel, oils, lubricants, communication services, medical services, ammunition, base operations support, storage services, facilities, operational training services, spare parts and components, repair and maintenance services and airbases, on the exercise, instruction and training sites.
The purpose of this technical Arrangement (TA) is to set out responsibilities of the Parties in accordance with, and in implementation of, the provisions the NATO/PFP SOFA,, for the planned training activities in Sweden and Greece, transit of equipment, weapons and ammunition, as well as all necessary clearances regarding the stay and training of the Participants armed forces personnel within HN territory.
1, One month, before the training period the Sending Party (SP) is to:

Provide the Receiving Party (RP) with a list of its participating personnel including names, ranks, service numbers and passports numbers
' provide the RP with lists of,armament and ammunition specifying nature and amount according to the RP’s national legislation and procedures.,.

provide the RP with sufficient authorization from the SP national authorities so as to conduct agreed airborne, boat and helicopter operations,
- -
-
meet all customs requirements prior to the arrival of the detachment.
Besides, at tire arrival on, throughout its stay and until its departure from the territory of the RP, the personnel of the SP is to carry valid traveling orders in English and documentation testifying to the status of the person or unit as a member of the SP's Aimed Forces.
The SP agrees that personnel participating in the exchange, training activities of this TA shall comply with the orders and directives issued by the authority of the RP concerning the training needs. Full command, including disciplinary matters, will.remain with the SP,
The SP will comply with the RP s security standards concerning the use of fire arms, heli-- copter and boat procedures and other training activities. In case of a difference between die two Parties security standards, the most restrictive standards are to be applied.,
The SP will meet the specific standards of the RP in case of specific regulations conceniing the use of special training facilities.'
The SP will pay its own expenses concerning accommodation and food.
The SP will reimburse the RP within 30 days for any costs incurred for the consumption of petrol, oil and lubricants (POL) connected to the use of the SP’s vehicles, boats or aircraft.
Medical care m militai'y units and garrison dispensaries will be provided free of charge since the SP personnel carries an EU Medical Card, The SP will be responsible for the cost of any non-military medical care (including medical evacuation costs and Insurance costs).
Classified information which has been received by a Party and which originates from the other Party will obtain a level of security protection in accordance with the national laws and regulations of the Party receiving such mfomiation, which is equivalent to the security protection given by the Party from which the information originates,
Participants shall conform to NATO security procedures in the storage, handling, transmitting and safeguarding of all classified material held, used, generated, supplied or exchanged.■'.
2, Parties will take ail necessary lawful steps in order to prevent any disclosure of classified information received under the TA to any third Party without prior consent of the onginaimg Party.-'
3, Information provided by any Party to the other in confidence, arid such information produced requiring confidentiality, will either retain its original classification, or be assigned a classification that shall ensure a degree of protection against disclosure, equivalent to that required by the other Party.
Each Party shall take all lawful steps available to keep free from disclosure all information exchanged either received .or gained information in confidence, unless the- other Party consents to such disclosure, ■.
To assist in providing the desired protection, each Party shall mark such infoimation furnished to the other in confidence with a legend indicating its origin, the security classification, the conditions of release, that the information relates to a specific operation, and that it is furnished in confidence,·
Claims arisen within the execution of the activities of the Participants under this TA will be settled in accordance with the NATO/PFP SOFA,
Any dispute regarding this TA will be settled only through negotiations between the Parties.
1; This TA shall enter into force on the date of the last notification informing the other Party about the completion of the relevant internal procedures. It shall remain in force for a period of two years and shall automatically be renewed for successive two year periods unless one Paily notifies the other in writing , three months prior to the expiration date of the initial or any subsequent period of validity, of its intention to terminate it. ■ .
This TA may be terminated at any time upon the written consent of both Parties. Each Party may also unilaterally terminate it at any time upon 30 days prior written notification to the other Party.
3, The Parties remain bound by their obligations regarding the execution of this TA, In particular, their liabilities described in Section 5 (Financial provisions) and Section 7 (Disclosure of information) will continue notwithstanding the termination of this TA.
This TA may be amended only with the mutual written consent of both Parties, Any such amendmeht shall enter into force in accordance with the procedure of paragraph 1 of this Section,.

Οι Σουηδικές Ένοπλες Δυνάμεις και το Ελληνικό Υπουργείο Εθνικής Άμυνας, εφεξής αναφερόμενα ως Μέρη,
Ααμβάνοντας υπόψη την Συμφωνία των μερών της Βορειοατλαντικής Συμμαχίας και των άλλων κρατών που συμμετέχουν στην συνεργασία για την Ειρήνη σχετικά με το καθεστώς των δυνάμεών τους ^NATO/PfP SOFA), η οποία υπογράφηκε στις 19 Ιουνίου 1995.
Επιθυμώντας την στρατιωτική συνεργασία των Σουηδικών Ενόπλων Δυνάμεων με το Ελληνικό Πολεμικό Ναυτικό στον τομέα της εκπαίδευσης και διαλειτουργικότητας των Ειδικών Δυνάμεων.
Συμφώνησαν τα εξής:
ΟΡΙΣΜΟΙ
Για τους σκοπούς της παρούσας Τεχνικής Διευθέτησης (ΤΔ), θα ισχύουν οι κάτωθι όροι και τα ακρώνυμα:
Ι.Φιλοξενούμενη Δύναμη (ΦΔ): όλα τα στοιχεία που συγκροτούν τις Δυνάμεις Ειδικών Επιχειρήσεων, απόσπασμα ή στοιχείο του Επιτελείου Ειδικών Επιχειρήσεων (S0F), περιλαμβανομένου όλου του στρατιωτικού και πολιτικού προσωπικού, των αεροπορικών διαθεσίμων, οχημάτων, εξοπλισμών, πυρομαχικών, πυροτεχνικών και αποθεμάτων που χρησιμοποιούνται στο Κράτος Φιλοξενίας.
ΙΙ.Μέρος Αποστολής (ΜΑ): το Μέρος που αναπτύσσει μία Φιλοξενούμενη Δύναμη (ΦΔ) εκτός των ορίων της και εντός της επικράτειας του άλλου Μέρους.
ΙΠ.Μέρος Υποδοχής (ΜΥ): το Μέρος που υποδέχεται στην επικράτειά του μία ΦΔ του άλλου Μέρους.
ΐν.Κράτος Φιλοξενίας (ΚΦ): το κράτος που υποδέχεται την ΦΔ για να εγκατασταθεί, να λειτουργεί ή να διέρχεται από την επικράτειά του.
ν.Υποστήριξη Κράτους Φιλοξενίας (ΥΚΦ): η εφοδιαστική υποστήριξη που παρέχει το ΚΦ στην ΦΔ, με ή χωρίς επιβάρυνση όπως αναλύεται στις Δηλώσεις Απαιτήσεων (S0R).
VI. Εφοδιαστική υποστήριξη, Προμήθειες και Υπηρεσίες, Καταλύματα, τροφοδοσία, μετακίνηση, καύσιμα, έλαια, λιπαντικά, υπηρεσίες επικοινωνίας, πυρομαχικά, υποστήριξη επιχειρήσεων βάσης, υπηρεσίες αποθήκευσης, εγκαταστάσεις, υπηρεσίες επιχειρησιακής άσκησης, ανταλλακτικά και εξαρτήματα, υπηρεσίες επισκευών και συντήρησης και αεροπορικές βάσεις, κατά την άσκηση, χώροι καθοδήγησης και άσκησης.
